Municipal Service District Survey (MSD) 2021 Survey - Results Below!

The City of Kinston and Downtown Kinston Revitalization conducted a survey of all property and business owners within Kinston’s Municipal Service District (MSD) in the summer of 2021 to learn about the needs and priorities of downtown stakeholders.

What is a Municipal Service District? 

Kinston’s Municipal Service District (left), is a 27-block area around downtown in which the City levies an additional property tax to or extra services that benefit downtown.

The City of Kinston currently allocates all MSD revenues to Downtown Kinston Revitalization to provide MSD services on behalf of the City. As of 2021, the MSD tax currently generates approximately $73,000 of funding a year.

Survey

Postcards were sent with instructions to take the survey online and a unique code so that only MSD stakeholders could respond. Phone calls, emails, and visits were made during the summer to increase the opportunity to participate as much as possible.

The survey asked for stakeholder satisfaction in 5 categories: Economic Development, Maintenance & Beautification, Special Events, Marketing & Communications, and Property (Re)development

2021 Survey Results

-30% of property owners responded.

-Economic Development and Property (Re)development were ranked as the highest priority and lowest satisfaction.

-Maintenance and Beautification is the highest area of satisfaction and high priority.

-Special Events have the second highest satisfaction and largest share of the funding, but ranks lowest among respondents priority

-Marketing & Communications was a medium area of satisfaction, but also medium priority.
